The beneficial effects are that: the invention can effectively separate and quantify pollution responsibilities of unqualified water quality of each administrative region in the river across the region, clearly control key regions, and is beneficial to promoting river pollution control across the region cooperatively by all the parties so as to realize the water quality of the river reaching the standard.
