The method comprises the following steps: 1) carrying out catalytic decomposition and deodorization on the VOC waste gas in a filler for adsorbing the biological enzyme and deodorization composite reagent solution and an aerobic environment; 2) and performing biological purification in the filler for adsorbing the biological bacteria liquid. The device comprises a biological enzyme and deodorization pretreatment area and a one-stage or multi-stage biological bacterium purification treatment area, wherein a flow guide partition is arranged between two adjacent areas, and different ends of the adjacent flow guide partitions are provided with fluid holes. The composite biological filler has high specific surface area and strong biological adsorption capacity, and the VOC waste gas deodorization and purification method and the device have good effects on VOC and malodorous waste gas, have low investment, stable operation effect, no secondary pollution and safer environment.
