The method is characterized in that a special water culture device comprising an upper water tank, a lower water tank, a submersible pump and a foam plate which are nested is adopted, tap water, sterilized water or distilled water is used as water culture liquid, and the submersible pump is required to be in a working state in the cutting rooting process; before the flowering of the medical industrial hemp, the leaf spike at the top of a semi-lignified or lignified main branch or lateral branch is used as a cutting, the cutting is inserted into a planting hole on a foam board, and the lower part of the cutting, 2 cm-2.5 cm, is immersed into a water culture solution; water culture environmental conditions: the temperature is 25-35 ℃, the water temperature is 20-25 ℃, the illumination is natural light, and the cuttage seedlings are irradiated by natural astigmatism in the daytime; the water culture solution is sprayed on the leaf surface 4-6 times every day to keep the leaf surface humidity, the invention does not use chemical agents, the root hair of the cutting seedling can grow to more than 10cm in 12-22 days, the rooting rate of the cutting reaches 100%, the water culture solution does not need to be replaced in the midway, the cost is low, and the environment is protected.
