An object of the present invention is to provide a method for producing a catalyst or adsorbent carrier, and a catalyst or adsorbent carrier capable of further enhancing the function of the catalyst or adsorbent and preventing the catalyst or adsorbent particle from falling off. The solution is as follows: by etching the surface of the metal substrate 10 containing aluminum or aluminum alloy with an etching solution containing ferric chloride and an oxide, the surface is made into a rough surface 2, and the rough surface is formed by aligning the surface. The surface of the metal substrate on the surface 2 is anodized to form a porous film 3 along the uneven rough surface 2, and a plurality of porous films 3 along the uneven rough surface are formed on the surface of the metal substrate.
