The steps are: A. preparing metatitanic acid into a suspension of 600-800 g/L, adjusting the pH to 7-8 with 10% NaOH solution, The metatitanic acid slurry is prepared by stirring and dispersing; B. The metatitanic acid slurry is wet-ground with a sand mill for 2 to 3 hours; C. The metatitanic acid slurry after pressure filtration and grinding is washed again until the conductivity of the filtrate is less than 10 μs /cm, to obtain a filter cake; D. Dry the filter cake at 200-250° C. to obtain amorphous titanium dioxide; E. Perform airflow pulverization in a jet mill to obtain an amorphous nano-titanium dioxide photocatalyst.
