abstract The present invention efficiently creates cryptic text with authentication code. A key generation unit (12) generates a cryptic text ([x], [α], [β]) of values x, α, β satisfying xα=β. The cryptic text generation unit (13) generates a cryptic text [a i ] of a random value a i for i=1, . . . , N. The authentication code generation unit (14) multiplies the cryptic text [a i ] by the cryptic text [α] for i=1, . . . , N to generate an authentication code [γ(a i )]. The verification value generating unit (15) uses the cryptic text ([x], [α], [β]), the cryptic text [a i ] and the authentication code [γ(a i )] to generate the cryptic text [w] of the verification value w ]. A verification value determination unit (16) determines whether or not the verification value w is equal to zero.
