abstract The disclosed retroreflective elements include a polymeric core loaded with a plurality of first beads and second beads distributed at a periphery of the core. The first beads are different from the second beads. Due to the beads in the core, the retroreflective elements are available to return light even after portions of the core begin to wear away. Furthermore, when the retroreflective elements become wet, water will settle to the bottom of the perimeter of the core. Thus, the second beads having a refractive index suitable for wet conditions are used, while the first beads have a refractive index suitable for dry conditions, so that the retroreflective element can be used in both wet and dry conditions even when the retroreflective element wears during use.
