The device comprises a thermal resistance tester, a heating probe, a test probe and a collector of the traveling wave tube to be tested. The method comprises the steps of placing test probes at symmetrical positions on two sides of a collector of the traveling wave tube to be tested, placing a heating probe above the collector of the traveling wave tube, transmitting heat generated during working under voltage and current provided by a working power supply to the collector of the traveling wave tube through a heat transfer contact, radiating the heat to the surrounding environment through a collector tube shell, collecting changes of electric temperature-sensitive parameters of the test probes on the two sides through a collection card, comparing temperature rise curves of the test probes on the two sides, and calculating to obtain the difference between the overall thermal resistance and the heat radiation performance of the collector of the traveling wave tube, so that the welding quality of the collector of the traveling wave tube is obtained. The invention realizes the nondestructive detection of the heat dissipation characteristic of the collector of the traveling wave tube, and has the advantages of no damage, short period, high precision and low cost.
