A foot health-care device comprises a heating shoe pad, a water boot and foot bath lotion, wherein the heating shoe pad comprises a shoe pad textile product, a carbon fiber nanometer wire or pipe, anion powder, an anticreep plastic package part, a USB plug, a portable power source with a USB interface, a wire and a current-adjustable power switch, the carbon fiber nanometer wire or pipe and the anion powder are compacted into the shoe pad textile product to form the heating pad together, meanwhile, through the anticreep plastic package part, one end of the wire is welded to the carbon fiber nanometer wire or pipe in the heating pad, and the other end of the wire is connected with the USB plug; the current-adjustable power switch is mounted on the wire or the portable power source with the USB interface; the heating shoe pad is placed in the water boot, 0.3-2.0 kg or 0.3-2.0 L of the foot bath lotion is added, and therefore, the foot health-care purpose is achieved. According to the foot health-care method, the use amount of the foot bath lotion is small, therefore, the cost is saved, meanwhile, other operations can be carried out during the foot bath process, and therefore, time is saved.
