An isooctyl chloracetate storage tank and a sodium thiosulfate storage tank are respectively connected to the top of a first reactor through pipes, the bottom of the first reactor is connected to the top of a second reactor through a pipe, a sulfuric acid storage tank and a zinc powder storage tank are respectively connected to the top of the second reactor through pipes, a catalytic reaction section is arranged in the second reactor, the bottom of the second reactor is connected to the top of a rectification still through a pipe, a rectification section is arranged in the rectification still, the top of the rectification still is connected to a condenser through a pipe and the bottom of the rectification still is connected to a reboiler through a pipe. The device utilizes a stepwise reaction method for material feeding, utilizes pipes to realize flow control according to a ratio and utilizes a rectification method to realize material discharge so that discharge efficiency and a yield are improved. In the reaction, an acidic resin layer is used for catalysis so that a lot of an acid solution is avoided and reaction catalysis performances and production of a lot of pollutes are improved.
