abstract In order to make it possible to reliably ensure desired effective voltage in preheating control, on the basis of a correlation between the battery voltages (Vb) of a vehicle battery and correction values (c) which are prestored, an arithmetic and control unit (52) reads a correction value (c) corresponding to a battery voltage (Vb) at the time of correction (S104, S106), adds the correction value (c) to a duty ratio calculated by a predetermined arithmetic expression to thereby compensate for a decrease in the effective value of pulsed voltage, thereby making it possible to reliably ensure desired effective voltage in preheating control.
