The non-phosphorus corrosion-inhibition papermaking wastewater treating agent adopts a non-phosphorus organic composite formula, is non-toxic, not prone to generate eutrophication, capable of preventing red tide public hazard of a surrounding water area, good in water purifying effect, low in production cost, capable of not causing pollution to a natural environment after the water is drained, increasing a water-saving rate by 26% in comparison with that of an organic phosphorus water treating agent, effectively reducing the discharge capacity and increasing corrosion and scale inhibition efficiency, wherein a corrosion-inhibition rate of A3 is lower than and equal to 0.115mm per year, and the corrosion-inhibition rate of Cu is s lower than and equal to 0.004mm per year.
