The electrophotographic photoreceptor is formed by forming a photosensitive layer on a conductive support and forming a surface layer on the photosensitive layer, wherein the surface layer is formed by containing organic resin fine particles and metal oxide fine particles in a cured resin obtained by polymerizing a compound having two or more radical polymerizable functional groups, and the organic resin fine particles are fine particles which are composed of a resin containing a constituent unit derived from at least one of melamine and benzoguanamine and have a number-average primary particle diameter of 0.01 to 3.00 [ mu ] m. |
