The image processing device of the present disclosure includes: a setting unit configured to set a first 8×8 quantization matrix corresponding to an 8×8 transform unit, and to set a first 8×8 quantization matrix corresponding to a 16×16 transform unit A second 8×8 quantization matrix of 16×16 quantization matrices; and an encoding unit configured to encode image data, thereby generating a bitstream, the bitstream including the first 8 quantization matrix set by the setting unit ×8 quantization matrix, and the second 8×8 quantization matrix set by the setting unit as parameters.
