The main beneficial effects comprise that 1) the apparatus is high in efficiency and low in energy consumption; 2) no residual sludge is generated, and the problem of processing the residual sludge is avoided; 3) the apparatus is environment-friendly and has no secondary pollution; and 4) the eluant is reusable, so that the cost is saved, and also phosphorus in the eluant can be concentrated, so that recovery of phosphorus resource is facilitated.
