The pet padding is generally single in structure and generally mainly made of wood pulp or recovered waste paper in the prior art, can conglomerate after absorbing a small amount of water, but collapses and is difficult to clean if absorbing a large amount of water, and the production method of the traditional pet padding is time-consuming, labor-consuming and low in production efficiency. The production method disclosed by the invention is simpler in manufacturing procedure, reasonably utilizes the property of high-molecular water-absorbent resin and can be used for manufacturing the pet padding with a double-layer structure just by five steps which are ordinary processes, namely pulping, granulation, watering, mixing and drying, without using a binder.
