The solubility of topotecan hydrochloride and the quality of a preparation product are improved, the toxic and side effects are reduced, the retention time of a medicine in the process of systemic circulation is increased, the bioavailability of the medicine is improved, and the curative effect is improved obviously; and the preparation method is simple, and the topotecan hydrochloride liposome injection is suitable to be industrially produced on large scale.
