The device is characterized in that a magnetic field is produced at the periphery of a reaction vessel through a magnetic field applying device. The method is characterized in that based on a pulse laser ablation method in a liquid phase, a magnetic field is applied to the periphery of the reaction vessel, and during preparation, the magnetic field and a laser source are simultaneously started. In the preparation method provided by the invention, the magnetic field can be utilized to effectively control the assembly and growth of the micro-nanometer material, and the micro-nanometer material grows in the magnetic field environment, therefore, the prepared micro-nanometer material is different from the traditional micro-nanometer material in optical, electric and magnetic properties.
