A plurality of negative plate bases (3) and positive plate bases (2) are arranged between an upper cover (1) and a lower cover (13), wherein the negative plate bases (3) and the positive plate bases (2) are arranged in a vertical overlapping way, each negative plate base (3)is provided with a negative plate (9), each positive plate base (2) is provided with a positive plate (11), and a driving shaft (6) arranged in an axial center penetrates through the negative and positive plates and is connected with a driving device (18); each driving shaft, in each electrolysis unit between every two adjacent negative and positive plates, is fixedly connected with at least one blade (10); an included angle alpha between the upper surface of the blade and the driving shaft (6) as well as between the lower surface of the blade and the driving shaft (6) is greater than 0 degree and smaller than 90 degrees; a gap is arranged between the upper edge of each blade and each positive or negative plate and between the lower edge of each blade and each positive or negative plate; each negative plate and each positive plate are respectively provided with a through hole (30), wherein the through holes are not coaxial; a water outlet pipe (8) of the upper cover (1) is communicated with a solid-liquid separation chamber of a sealed solid-liquid separation tank; the solid-liquid separation chamber is also communicated with a water discharging tank; and scum on the water discharging tank flows to a slag tank through a separating plate.
