abstract In order to efficiently supply radicals or ions generated by plasma or the like to a liquid, and to kill microorganisms existing in or on the surface of the liquid: plasma is generated in a gaseous phase by means of a plasma-generating device; radicals or ions are generated in the gaseous phase by means of the plasma; and by means of an electric field applied to the generated radicals or ions, the radicals or ions are electrophoresed towards the liquid and dispersed within the liquid. In order to effectively sterilize, the pH of the liquid is adjusted to be no greater than 4.8.
