The invention discloses an amino-substituted flavone compound or a pharmaceutically-acceptable salt and a preparation and use thereof. With the adoption of the amino-substituted flavone compound disclosed by the invention, the activity of a promoter for transcribing ABCA1 protein in macrophages of a mouse can be obviously enhanced, and then, the mRNA level and the protein level of the ABCA1 protein in the macrophages are increased. The increase of the expression of the ABCA1 protein in the macrophages has important significance on the prevention and the treatment of cardiovascular and cerebrovascular diseases caused by lipid metabolism disorders, such as arteriosclerosis, Alzheimer's disease and the like.
