Provided are: a toner excellent in low-temperature fixability and nonblocking properties; and a toner binder. The toner binder contains a crystalline resin (A) which has a maximum-peak temperature for heat of fusion (Ta) of 40-100 DEG C, a ratio of the softening temperature to the Ta, (softening temperature)/Ta, of 0.8-1.55, and a melting-initiation temperature (X) in the temperature range of (Ta+-30) DEG C and which satisfies the following requirements.
