A nozzle plate (3) has a water-repellent layer (32) comprising a silicone resin layer formed on the discharge face side surface of a nozzle base material (31) comprising a Ni metal plate having a nozzle hole (34) serving as a nozzle (4) formed therein, wherein the plate has no oxidized film between the nozzle base material (31) and the silicone resin layer, which is the water-repellent layer (32), and on the other hand, has a naturally oxidized film or an oxidized film (35) as a film being resistant to the contact with a liquid having been formed separately for improving the capability of the nozzle base material (31) to contact with a liquid, on the wall surface (34a) of a nozzle hole (34) of the nozzle base material (31).
