The method is on the synchronous distribution curve of a synchronous medium resistance additive agent equivalent particle size to the toner base particle equivalent particle size, taking the medium resistance additive agent coating ratio for the toner base particle equivalent particle size equivalent to the surface roughness of the developing roller and the toner mean particle size as a reference value, with reference to a virtual reference having a constant line medium resistance additive agent coating ratio which is obtained from the value, making the medium resistance additive agent coating ratio in an area where base particle equivalent particle size is smaller than the the toner base particle equivalent particle size equivalent to the surface roughness of the developing roller and the toner mean particle size exceed the virtual reference line.
