abstract A colloid or crystalline solution with the addition of a poly-oxygenated metal hydroxide comprising a clathrate compound having free O2 gas molecules. The oxygen enabled solution is configured to oxygenate the interstitial tissue of a mammal, such as a mammal having depleted PISF O2 suffering from severe blood loss and/or experiencing hemorrhagic shock. The solution can be intravenously administered. In some embodiments, the poly-oxygenated metal hydroxide is an aluminum poly-oxygenated hydroxide. The poly-oxygenated metal hydroxide may have particles having a diameter of less than or equal to 1 um, and specifically having a diameter of less than or equal to 100 nm.
