abstract The objective of the invention is to provide an arrangement in which it can be determined on a packet-by-packet basis whether encoded data stored in a communication packet is data based on randomly accessible encoded data. A transmission apparatus generates a packet in which either NAL units each of which is a constitute element of encoded data or NAL unit fragments into which the NAL unit is further divided are stored. The transmission apparatus then sets, as additional information, access point information indicating whether the NAL units, which are the source data of the data stored in the packet, include data serving as a random access point, and then transmits the packet. A reception apparatus refers to the additional information added to the packet, thereby determining whether the data stored in the packet are data having been generated on the basis of randomly accessible encoded data.
