abstract The subject of the present invention is a dry binder premix comprising, in mass proportions: Portland clinker having a Blaine specific surface area of between 4500 and 9500 cm 2 / g, preferably between 5500 and 8000 cm 2 / g, the minimum quantity said clinker in percentage by weight relative to the total mass of the premix being determined according to the following formula (I): [-6.10-3 x SSBk] + 75 in which SSBk is the Blaine specific surface of the clinker expressed in cm 2 / g ; fly ash; at least one alkaline sulphate, the amount of alkali sulphate being such that the amount of Na2O equivalent in the premix is greater than or equal to 5% by mass percentage relative to the mass of fly ash; at least one source of SO3, in an amount such that the amount of SO3 in the premix is greater than or equal to 2% by mass percentage relative to the mass of Portland clinker; complementary materials having a Dv90 of less than or equal to 200 μm selected from calcareous powders, calcined schists, metakaolins, siliceous fillers, silica powders, pozzolans, slags, fly ash and mixtures thereof; the amount of clinker + the quantity of fly ash being greater than or equal to 75%, preferably 78%, as a percentage by weight relative to the total mass of the premix; the total quantity of clinker in the premix being strictly less than 60% in weight percentage relative to the total mass of the premix. The invention also relates to a dry binder mixture obtained by mixing the preceding premix with aggregates, and a wet concrete composition obtained by mixing with water.
