It is possible to produce an inexpensive mammalian excrement treating article with a low calorific value by using one type or two or more types of a plastic waste having a high calorific value, mixing it with an inorganic compounding material, and using a manufacturing process of granulating the mixture to produce a powder for a mammalian excrement treating article with a low calorific value-and adding it to an organic compounding material with a calorific value of 3,000 kcal/kg.
