The purpose of the invention is to provide a durable, non-wetting surface on a metal, polymeric or inorganic coated substrate. The construction of the invention is a metal, polymeric or inorganic coated substrate, the surface of which is treated with a perfluoroalkyl alkyl silane and a fluorinated olefin telomer.
