abstract The invention relates to water-based fuel for internal combustion engines, stable in storage and non-combustible outside the engine. The fuel consists of at least a biphasic liquid emulsion of water which is a continuous phase based on carbonaceous fuel and alcohol additives of from 2 to 20% by volume. and a non-ionic emulsifier of 0.3 to 1% by volume. The carbonaceous fuel is selected from: first gasoline, gasoline, diesel, kerosene, gaseous carbon, synthetic carbon containing biomass, and mixtures thereof, the amount of water being from 40 to 80% by volume.
