abstract The purpose of the present invention is to provide a practically valuable insolubilizing material for a specific hazardous substance (such as a heavy metal) and an insolubilizing method using the same, said insolubilizing material being capable of: treating, in a neutral region from start to finish, a specific hazardous substance such as a heavy metal which has been added or incorporated into soil or sprayed on soil surface and is thus contained in the soil or the neighborhood of the soil surface and which has adverse effects on health, and thereby insolubilizing and immobilizing the specific hazardous substance effectively; and producing, without fail, an environmentally friendly neutral reusable treated product. In order to achieve the purpose, the present invention provides an insolubilizing material for a specific hazardous substance, said insolubilizing material comprising: a water-soluble aluminum compound which is not strongly basic or amorphous; and one or more concomitant components which are not strongly basic and which are selected from the group consisting of calcium compounds, magnesium compounds and phosphoric acid compounds. The insolubilizing material makes it possible to treat soil in such a way that the soil does not undergo a strongly basic state of pH of 11 or higher from start to finish.
