abstract A personal care composition having at least one hydroxyalkylurea (HAU), optionally in combination with at least one additional wetting agent. The at least one HAU, alone or together with the at least one wetting agent, provides not only the sensation of wetting, but also increases the effectiveness of actual wetting. When both are used together in a personal care composition, they are combined in a synergistic relationship to improve wetting, so as to provide the sensation of wetting and increase wetting efficiency. Said personal care composition has an improved feel sensation, as well as flexibility, elasticity, moldability and improved firmness, without leaving a heavy or greasy sensation. Claim 12: A personal care composition comprising: at least one hydroxyalkylurea; and at least one ammonium salt, where hydroxyalkylurea and ammonium salt are present in an effective synergistic relationship to increase moisture. Claim 13: A process for preparing the composition of claim 12 comprising: reacting at least one ethanolamine with urea to form hydroxyalkylurea; and neutralize residual ammonia with an acid suitable for cosmetic use to form an ammonium salt.
