abstract The invention relates to a cosmetic composition for the first phase of a permanent deformation operation of keratin materials, in particular of hair, which consists in reducing the disulfide bonds of keratin, characterized in that it comprises at least one appropriate active agent for the reduction of the disulfide bonds of keratin, at least one alkalizing agent chosen from ornithine, lysine and laarginine, and at least one cationic polymer comprising primary, secondary, tertiary or quaternary ammonium groupings on the main chain. It also refers to a process for treating keratin materials, in particular the hair, in order to obtain a permanent deformation of the latter, particularly in the form of permanent hair, said process being characterized by the fact that it comprises the following steps: (i) it is applied to the keratin material to treat a composition as previously defined, having previously applied the means (rollers) necessary for putting the keratin material under mechanical stress, during or after the aforementioned application, (ii) then the keratin material thus treated is rinsed, (iii) an oxidizing composition is applied to the keratin material thus rinsed, the keratin material being separated from the tension means used in step (i) before or after the aforementioned application of the oxidizing composition, ( iv) and finally the keratin material is rinsed again.
